I have lived here 6 months. I came because of the ratings. It is over rated! My apartment has unit above and unit below. Both these people are chain smokers. Smoke comes into my apartment day and night and in my bathrooms. It is hard to breathe for all the cigarette smoke. I have to run my fans all day and all night. I had to buy a big air purifier and run it day and night. My electric bill has skyrocketed because of having to run these electronics day and night just to be able to breath. I have a balcony and I cannot use it. Every time I go out there, ones above and below come out there smoking. This place reeks of smoke. It does not matter if it is 8 am or 9 pm or 4 am, my apartment is constantly filled with cigarette smoke. The breezeway is constantly filled with smoke as well. There are some bullies that live above. They think this building belongs to them. They hog all the good parking spaces. They have about 5 or 6 trucks and cars. They can see from their balcony when someone parks. They keep their cars parked in all the best spots near the building. If they happen to move one, one of them run down stairs and pulls a car of theirs back in the spaces. They take both front spaces, the space by the wall and two spaces in the next building close to the building I live in. You have to park all the way down the next building and walk over. They have huge cock roaches upstairs too. These big bugs come into my apartment every time I open my vents. You cannot get fresh air at all. If you open the vents, then their roaches crawl into my apartment. If you go on the balcony, they come out there smoking every single time I open my door and go sit outside. Smoke coming from below and smoke coming from above. It is a horrible place to live. My bedroom has no ceiling fan nor does it have any lights and the plugs do not work in there. The microwave and appliances are very old. Mine have been painted over. When I clean my kitchen then the paint comes off where they painted over every thing in there. In the bathroom, the shower was painted over and is beginning to show. The bathroom cabinets are very old and have huge gaps in them where gigantic cockroaches from upstairs crawl into my bathroom. I had to tape everything up just to keep them out. I do not have any bugs and I signed a form saying I would not bring any and I have not. My lease specifically says that you cannot have any bug infestation or rodents or toxic fumes or obnoxious odors coming from your apartment. But these people upstairs must not have signed the same forms because they have cockroaches double the size of a Bic ink pen cap. They are huge. I tested 3 times I opened my vents and each time they came in and I killed them and closed the vents back. Maintenance does come fix things but the place is so old and need so many repairs it is not funny. They have pools and dog park and gym you have to pay for and all that but you cannot enjoy your apartment in peace. You cannot go on the balcony and get fresh air in peace. I like my apartment and I keep it clean but I have not been able to enjoy it as the Georgia Renter's law says I have a right to. Every time I turn on my tv to watch a program the people upstairs start stomping on the floor and repeatedly slamming their patio door. I cannot hear a thing. He told the landlord my tv is too loud so they come and secretly stand by my door listening. When they could not even hear my tv either time, they started talking. I have passed by many people's apartment around here and you can clearly hear every word their tvs says from outside their apartments but no one says anything to them. This man has harassed me since I moved in and tried to drive me out for months. Now this constant cigarette smoke coming into my apartment day and night is very unreasonable along with all the other mess. I pay good money for my apartment and I cannot breathe fresh air in it. I cannot watch tv in peace and I cannot park my car closer to my apartment building for these guys hogging all the close parking spaces. One of them came and stood by my front door and smoked a cigarette while he listened into my apartment and put it out at my front door and left it. He was standing by my door and listening into my apartment. He also tried to open my apartment door when I first moved in but I had locked it. When I go my balcony, he either comes on his smoking or he goes out back where my balcony is and starts staring up at me on my balcony as he smokes his cigarettes. When I come from the grocery store with my groceries he sits on his front balcony and stares at me. When I used to park near the building closer to the next one, he started throwing his cigarette butts down on my car. They would be on my hood and near my car. They were not there when I parked it. So I started parking by the wall away from the apartment and now he has parked one of his cars in that space I usually park in and he leaves it there so I cannot park there anymore. So I have started parking in the next building’s spaces towards the back. He enjoys bothering me. He is a creepy person and I have repeatedly told the rent office about this man but they will not do anything to him. He enjoys stalking me because he knows the rent office will not touch him and so he keeps doing these things to me and I report them to the rent office but they do nothing to him and he gets worse and worse. I do not know if there is a law against someone harassing and stalking you but if there is, I sure would like to know what to do. I reported him to the rent office and I do not know what else to do. They will not move me to another unit until my lease ends and then I have to reapply all over. In the meantime I have to keep suffering this smoke coming into my apartment and this man harassing me. They know of this man but they will not do anything because he has been here a long time. This building does not belong to him, only his apartment and he thinks he can control who lives where in this building. I pay my rent on time and have never been late. I have a right to enjoy my apartment in peace. I am a quiet person and keep to myself, so I guess that is fuel for him to keep bothering me all the time. The apartment they showed me must have been new but the one they actually rented to me is nothing like that one. Does anyone know any legal recourse I may have against this man bothering me and trying to drive me out of my apartment? Thanks. ...
