This apartment complex is managed by Lacey Spruill and owned by Harbor Group Management. I moved in here Nov. 2009. I was attracted by the spacious sq. footage, price for the size, washer/dryer in unit, and a friendly, competent office person named Valerie who has been the only helpful office personnel since my move-in. The other office staff consists of Joy who is dishonest, incompetent, rude, and angry that she works here. The manager Lacey is on vacation most of the time and used to live on property but doesn't anymore. She is a master of deception. The maintenance staff are not provided with the leeway or funds to properly make repairs and they appear frustrated and resigned to their lot. The kitchen and dining room air vents do not blow out ANY air at all. The living room and both bedroom vents blow a very small amount and the bathrooms blow normally. In addition, the compressor and fan have broken several times. The first problem occurred in mid-December when I turned on the unit for the first time to heat the apartment and it didn't work. It took them 4 days to get it fixed. I told them about the poor vent performance and they said they would fix it. They never did. I had to use a space heater all during the winter and requested service 2 more times for the poor vents. I was ignored and told that the vents were fine. It stopped working completely one more time and they fixed it within a day. This pattern repeated itself with the air conditioner in the Spring and Summer which was brutal. The temperature was never consistently comfortable and I was paying huge electric bills. The ac stopped working completely 4 times. I was told that Harbor Group Management's policy forbids maintenance personnel from repairing ac units on the weekend or holidays unless the temperature is greater than 85 degrees outside. I had to repeatedly request that a temporary portable ac unit be given to me over the weekend when my thermostat read 87 degrees before action was taken, ultimately having to call the off-duty maintenance supervisor to get a response. As of today, Saturday, my ac is broken again after being "fixed" last Friday, and I must wait until Monday for a service call bc it's not 85 degrees outside so they will not send maintenance over. Last week I was told that ALL the apartment units in this complex have inoperable air vents in the kitchen, dining room, and living room because that's "the way the building is". The maintenance crew here has asked Harbor Group Management, the owners, to replace the worn-out non-functioning ac duct units and they have refused to do it. The carpet is very worn and poorly installed. The washer leaks and drips constantly and I've had 3 service calls on it. There are dozens of poorly patched areas on all the walls and bathroom tiles. The whole place is like a giant band-aid peeling hanging on by the edges. There are flimsy vented metal doors for all the closets, including the washer/dryer alcove which doesn't have any sound-insulating value whatsoever, and the doors are constantly coming off their tracks. The one on the kitchen pantry didn't open all the way because of the installation job, so it had to be removed in order for me to be able to reach all the shelves. The broiler section in the bottom of the gas stove was filled with dead bugs and dust, appearing to have never been cleaned. The water takes a VERY long time to get hot, which is water bill money going down the drain. They do not pay any of the utilities and they have out-sourced the heating, water, and sewage billing to a private company which charges a $9.50 "service charge" every month, along with a shared average cost for 4 unit sections which is way over the market rate, which you are required to pay on the 1st of the month with your rent. They have a one-day grace policy, after that you pay 10% of the "market price" even if your rent is far below that price, and they tack on another $85 for "miscellaneous". I was 1 1/2 days late last month due to a direct deposit of my paycheck being in error, and had to pay $98 even though 10% of my current rent is $86, but they did forgive the additional "miscellaneous" charges after I persisted and spoke with the regional manager. Lastly, the walls are so poorly insulated that EVERYTHING can be heard through the shared walls and the neighbors yell, hold beer parties in the parking lots, and throw cigarette butts all over the property. There is one section on the side of the building that seriously looks like 2 garbage bags of butts have been dumped there and it's been that way for over 6 months. And yes, in concurrence with the previous comments, there is dog ---- all over the property. They only have the lawn mowed in certain areas on a rotating basis, so there is always a patchwork of large sections that are above-ankle-high. The size is impressive for the price and the parking is great. But, it doesn't make up for a non-working ac/heating unit and disgusting, ill-maintained, and worn-out interior and shoddy, old construction.
